Which US President offered pardons to those who evaded the draft for the Vietnam war?

As the Vietnam War was intensifying, so did the rate of people being drafted into the military. Needless to say, not all of those eligible were enthusiastic about serving in the military. Some did not like to be in a war away from home, while some were politically opposed to the war. It is believed that about 570,000 young men were draft offenders. Out of that number, only 8,750 were convicted and 3,250 were jailed.

US President Jimmy Carter offered clemency to those who had avoided the draft, just one day after his inauguration. In doing so, he fulfilled one of his campaign promises.
